Abstract
The present Act is divided into the following six Parts: (I) Preliminary; (II) The Lembaga; (III) Administration and Finance; (IV) Powers Related to Enforcement; (V) Offences, Penalties and Proceedings; (VI) General.
A body corporate by the name “Lembaga Padi dan Beras Negara”is hereby established. It shall exercise these functions: (a) to conserve and maintain an adequate supply of padi and rice; (b) to ensure a fair and stable price of padi for farmers; (c) to ensure a fair and stable price of rice for consumers; (d) to ensure sufficient supply of rice to meet all emergencies; (e) to make recommendations to the Government in matter of development of the padi and rice industry. Sections 4 and 8 define the powers which are conferred to the Lembaga for the achievement of such aims. Section 12 provides for the establishment of the Fund of the Lembaga. Part IV regulates further powers related to enforcement of these provisions, hereby entrusted to the Lembaga, mainly intended to obtain information, enter premises for carrying out inspections as well as powers of arrest, seizure, investigation and prosecution.
