Malaysian Quarantine and Inspection Services (Quarantine and Inspection) Regulation 2013.

These Regulations provide for the rules and procedures to be satisfied by the exit and entry inspection and quarantine of plants, animals, carcasses, fishes, agricultural produces, soil, microorganisms or foods.
The owner of any plant, animal, carcass, fish, agricultural produce, soil, microorganism or food, when required by an enforcement officer, shall produce import or export documents, including: (a) the declaration form as the Director General may determine; (b) an import/export permit or import/export licence; etc. No plant, animal, carcass, fish, agricultural produce, soil, microorganism or food imported shall be unloaded from the conveyance or removed from any entry point without inspection and approval of the enforcement officer. No plant, animal, carcass, fish, agricultural produce, soil, microorganism or food shall be exported without first being inspected by the enforcement officer. The Regulations further make provisions for: responsibilities of owner of live animals under quarantine, application and directive for quarantine, inspection of quarantine premises, penalties, etc.
