Abstract
The present Act provides for the establishment of the Malaysian Rubber Board for the following purposes: (a) promotion and development of the rubber industry of Malaysia; (b) development of national objectives, policies and priorities for the orderly development and administration of the rubber industry of Malaysia. The Act is structured as follows: (I) Preliminary; (II) Establishment of the Board; (III) Director-General, Officers and Servants of the Board; (IV) Research and Development; (V) Finance; (VI) Other powers and functions of the Board; (VII) Enforcement; (VIII) General; (IX) Repeal, Savings and Transitional. In addition, two schedules are attached.
Sections 4 and 5 lay down the powers and functions which are entrusted to the Board respectively. The Board shall, inter alia: (1) implement policies and developmental programmes; (2) promote and carry out research dealing with the production, use and consumption of rubber; (3) regulate the rubber industry, with particular regard to the packaging, grading, shipping and export; (4) control the quality of rubber, rubber planting materials and rubber products; (5) administer and manage the Fund; (6) regulate the Malaysian rubber market. If it deems it necessary or expedient to assist it in the performance of its functions, the Board may set up committees as per section 17. The Board is also entitled to create and manage research centres. The activities covered by these provisions shall be financed by the Fund established under Part V, which shall be administered and maintained by the Board.
