Abstract
This Decree approves the Regulation of the National Council for Sustainable Development (CONDES). This Regulation, consisting of 11 articles divided into three Chapters, establishes composition, duties and competencies of the above mentioned National Council, as an advisory body to the Council of Ministers and public opinion consultation on environmental issues. The CONDES functions include: a) to ensure an effective and correct coordination and integration of environmental management principles and activities in the country's sustainable development process; b) to give advise on the sectorial policies related to the management of the natural resources and c) on proposals for complementary legislation to Law No. 20/97 of 1 October, including the management of natural resources of the Country; d) to give advise on proposals for the ratification of international conventions, treaties and agreements relating to the environment; e) to draw up proposals for the creation of financial or other incentives to stimulate economic agents to adopt good environmentally procedures for day-to-day use of the country's natural resources; f) to propose mechanisms for simplifying and streamlining the licensing process of activities related to the use of natural resources; and g) to pronounce on conflicts of interest in the area of Environment.
