Decree No. 17/2018 recreating in all the provinces of the country, the Provincial Service of Forests and Wildlife (SPFB).

This Decree, consisting of 10 articles, recreates in all the provinces of the country, the Provincial Service for Forests and Wildlife (SPFB). It establishes composition, duties and responsibilities of the above mentioned Provincial Service, as a provincial organ of the State which, according to the principles, objectives and tasks defined by the Government, aims at guiding, planning, controlling and ensuring the execution of activities in the areas of administration and management of forest resources at the provincial level. In particular, SPFB attributions are: management, protection, conservation and rational use of forest resources at the level of the Province; monitoring compliance with technical and administrative standards relating to forests; establishment of reforestation programmes at the provincial level. SPFB competencies are: supervise the exploitation and use of forest and wildlife resources throughout the national territory; ensure the provincial implementation and dissemination of legislation on the use and sustainable management of forest resources; plan, organize and direct all activities of National Forestry Cadastre at provincial level; implement policies and development strategies in forestry area, regarding access, use and sustainable management; etc. In addition, it derogates from the structure of the Provincial Government, approved by Decree No. 21/2015, with regard to the functions of the Provincial Directorate of Land, Environment and Rural Development in the field of forests.
