Abstract
This Decree, consisting of 28 articles divided into there Chapters, approves the structure of the Provincial Government. It establishes composition, duties and responsibilities of the above mentioned local government, as a local State body responsible for ensuring the implementation, at provincial level, of the governmental policy defined by the central organ. In particular, the Provincial Government aims to: approve the proposal of the provincial plan and budget, supervise its execution and evaluate the respective balance sheet report, observing the decisions of the Council of Ministers; supervise the action and the functioning of the local organs of the State at district, administrative, local and settlement levels, in accordance with the enforced legislation; give advice on issues regarding the application of decisions taken by the central authorities of the State administration; follow-up the implementation of preventive and mitigation or relief measures, in cases of a serious accident or disaster, mobilizing and training public or private civil defense services, in particular military and paramilitary forces; etc. In addition, it regulates its organic system and the functions of the Provincial Secretariat and Provincial Directorates, approved by Decree No. 11/2005 of 10 June on the structure of Provincial Government.
