Decree No. 20/2026 approving the Regulations of the Law on the Protection and Respect for the Fundamental Rights and Freedoms of People with Disabilities.

This Decree approves the Regulation for the implementation of Law No. 10/2024 on the protection and respect of the rights and fundamental freedoms of persons with disabilities in Mozambique. The principal objective of the decree is to operationalize this legal framework by setting out the conditions, scope, and principles for the promotion, protection, and effective realization of the rights of persons with disabilities. It provides a comprehensive regulatory basis applicable to both public and private actors, with the aim of ensuring equality of opportunities and full inclusion in political, economic, social, cultural, and technological life, while aligning national measures with constitutional provisions and international human rights standards. The Regulation further seeks to guarantee substantive equality and non-discrimination through the establishment of guiding principles such as dignity, accessibility, gender equality, participation, and reasonable accommodation, and by detailing a broad set of rights and obligations across multiple sectors. These include access to justice, education, health, employment, social protection, and public services, gender equality as one of its guiding principles, as well as the integration of accessibility standards in infrastructure, communication, and public procurement. It also establishes mechanisms for identification and certification of disability, priority access to services, inclusion in disaster risk management, and enforcement through monitoring, sanctions, and complaint procedures.
