Abstract
This Decree creates the Water Supply and Sanitation Heritage Investment Fund, a public fund known as FIPAAS, FP as a legal entity under public law. FIPAAS, FP is responsible for mobilising financing and managing public infrastructure development programmes for public water supply and sanitation services, adapting them to climate change and implementing sustainable strategies and models throughout the chain. Its primary objectiveis to create the Public Investment Fund for Water Supply and Sanitation (FIPAAS, FP) as a national public institution responsible for mobilizing financing and developing public infrastructure for water supply and sanitation. The Decree establishes FIPAAS as a climate‑resilient development of water‑supply and sanitation assets across the country. A second major objective is to define the institutional, governance, and regulatory framework under which FIPAAS operates. The Decree specifies its oversight structure, including sectoral and financial tutelage, and details the composition, powers, and responsibilities of its governing bodies—namely the Board of Directors, Fiscal Council, Technical Council, and Consultative Council. This governance framework ensures accountability, strategic planning, financial control, and alignment with national policies, enabling FIPAAS to manage investment programmes, coordinate with decentralised authorities, and implement environmental, social, and gender‑equity safeguards.
Finally, the Decree seeks to reorganize and strengthen the national water‑sector investment architecture by transferring to FIPAAS the rights, obligations, and resources previously held by FIPAG and other entities involved in financing and developing water and sanitation infrastructure. It streamlines institutional responsibilities, supports the creation of a unified investment platform, and facilitates the establishment of partnerships, corporate participation, and large‑scale programmes.
