Abstract
This Decree approves the Statute of the General Health Inspectorate (IGS), as a national public institution, endowed with legal personality, with technical, administrative and financial autonomy. The IGS carries out inspection and monitoring activities in all areas of healthcare provision, sanitation, disease prevention, maintenance and improvement of Public Health, whether by institutions, services and bodies of the Ministry that oversees the area of health, or by this guardian, or by private entities, natural or legal persons, whether profit-making or non-profit. IGS has the following competencies in the field of Environmental and Occupational Health Inspection: 1. inspect and monitor the sanitary conditions of markets, public spaces and institutions, namely schools, training institutes, boarding schools, daycare and children's centres; 2. monitor the discharge points of sewage networks that may pose a risk to public health; 3. monitor urban solid waste deposit sites and landfills; 4. monitor places where animals are raised, slaughtered and sold for human use and consumption; 5. monitor land for public utility purposes, public buildings, factories and public or private commercial activity, to ensure their maintenance and operation in appropriate conditions; 6. monitor the sanitary conditions of housing, through public complaint, duly instructed; 7. monitor industries or commercial facilities that may cause odors, fluids or noises that pose a risk to public health, etc.
