Abstract
This Ministerial Order approves the Internal Regulation of the Ministry of Agriculture, Environment and Fisheries (MAAP) aimed primarily to define a coherent, integrated governance framework for the Ministry’s broad mandate over agriculture, livestock, fisheries, environment, land administration, climate change and natural resource management. It sets out the Ministry’s role as the central state body responsible for planning, directing, monitoring and evaluating national policies, ensuring their effective and lawful implementation across all related sectors. This includes promoting sustainable production systems, supporting research and technological development, and enhancing national capacity to address food security, natural resource conservation and climate resilience. A second major objective is to regulate the sustainable use, protection and management of natural resources—including forests, wildlife, water, soil, marine and inland aquatic ecosystems—by establishing mechanisms of licensing, inspection, conservation and enforcement. The regulation seeks to strengthen environmental governance, promote adaptation and mitigation to climate change, combat illegal exploitation of natural resources and ensure the participation of local communities in decision-making and resource management.
It also lays out responsibilities for land governance, including cadastre management, DUAT administration, territorial planning, conflict resolution and the integration of environmental and climate considerations into land‑use policies. Finally, the Ministerial Order aims to enhance institutional efficiency, transparency and accountability by defining the Ministry’s organizational structure, functions of national directorates, inspection bodies and specialized departments. It establishes systems for internal control, auditing, ethical governance and data management, while promoting innovation, capacity building, communication and cooperation at national and international levels. Through these structural and operational provisions, the Decree ensures coordinated policy implementation, strengthens service delivery, and supports the development of resilient, sustainable and inclusive agricultural, environmental and fisheries sectors in Mozambique.
