Abstract
This Ministerial Order approves the Regulation of the National Fisheries Administration, (ADNAP). The Regulation of ADNAP (Public Institution), consisting of 56 articles divided into seven Chapters, specifies composition, functions, and responsibilities of the above mentioned institution, entitled to: a) propose the definition of policies and strategies for the responsible and sustainable development of fishing and aquaculture; b) manage and monitor the process of granting fishing rights and ensure its execution; c) licensing fishing activities, related fishing and aquaculture operations, as well as establish monitoring and control mechanisms; d) regulate fishing and aquaculture activities; e) ensure the sustainable management, conservation, exploration and cultivation of fishing resources and promote the assessment of the respective environmental impacts; f) implement plans and measures for the management of fishing and aquaculture activities areas; g) promote institutional forms to involve fishing communities, fishing operators and other actors in the participatory management of fishing resources; h) ensure compliance with fisheries and aquaculture management measures; and i) ensure the functioning of the participatory management system for fisheries and aquaculture.
