Abstract
This Decree aims to redefine and strengthen the institutional framework governing fisheries and aquaculture in Mozambique, through the reorganization of the Public Institute for the Development of Fisheries and Aquaculture (IDEPA, IP). Its main objective is to clarify and expand the institute’s mandate as a public body with administrative autonomy, responsible for promoting the sustainable development of fisheries and aquaculture, particularly at small scale. The Decree seeks to align institutional functions with current socio-economic priorities, ensuring improved coordination of policies, programmes, and technical interventions in the sector, while supporting sustainable resource use and enhancing the contribution of fisheries and aquaculture to national development. To achieve these objectives, the Decree defines the functions, competencies, and governance structure of IDEPA, including its role in providing technical assistance, licensing activities, promoting innovation, and supporting infrastructure development for production, processing, conservation, and commercialization of fishery and aquaculture products. It also emphasizes the strengthening of research, monitoring, capacity-building, and community involvement, particularly for small-scale operators, while ensuring coordination with other competent authorities. Overall, the Decree aims to enhance institutional efficiency, improve sector governance, and foster the sustainable and inclusive growth of fisheries and aquaculture activities in Mozambique.
