Abstract
This Ministerial Order approves the Deep-Sea Crustacean Fishing Management Plan for the 2021-2025 period, structured around the pillars of ecological and socio-economic well-being and ability to achieve and external factors as well as the respective management objectives, such as ensuring the sustainable exploitation of deep-sea crustacean resources, maximizing the net income, economic and social benefits of depth crustacean fisheries. This Management Plan was prepared by Intellica in coordination with the MIMAIP technical group, and takes into account the survey, assessment and conclusions reflected in the assessment report.
The process of drawing up the management plan for the fishery was the result of a participatory process that took into account the principles of predictability, the involvement of interested parties, the contextual consideration of precaution and rationality, and obeyed the following phases: 1. Development of the terms of reference; 2. Carrying out consultation workshops for those involved in the fisheries; 3. Carrying out an assessment of the management measures in force in the fishery with a survey of the problems and their prioritization; 4. Definition of guidelines for the PGP-CP 2021-2025; 5. Production of the draft PGP-CP 2021-2025 and its discussion with related stakeholders; 6. Adjustment and presentation of the PGP-CP 2021-2025 project and the respective Action Plan. To help determine the questions to list, a range of tree components covering each of the three main pillars of the EAF were employed. The pillar of ecological well-being considers issues related to the ecological dimension of fishing, highlighting the problems and impacts arising from fishing and other activities. The socio-economic well-being pillar considers issues related to the social and economic component of fishing; The capacity-to-achieve pillar considers issues related to the governance component.
