Abstract
This Ministerial Order approves the Rocky Bottom Demersal Fisheries Management Plan (PGP-PDFR) – 2021-2025 period, structured around the pillars of ecological and socio-economic well-being and ability to achieve and external factors as well as the respective management objectives, ensuring the sustainable exploitation of fisheries resources. This Management Plan was prepared by Intellica in coordination with the MIMAIP technical group, and takes into account the survey, assessment and conclusions reflected in the assessment report. This management plan refers exclusively to fishing to be carried out with hook fishing gear, both for the capture of demersal fish species from rocky bottoms, including the Narrow-barred Spanish mackerel (Scomberomorus commerson) that occurs in reef areas. It excludes large pelagic fish (tuna, Atlantic sailfish, large mackerel, etc.) and also demersal fish from sandy bottoms, as they occupy different ecological areas and are mostly captured through other fishing gear.
This management plan addresses these issues in order to achieve its objectives and benefit all stakeholders, integrating the various aspects of fisheries, recognizing ecological risks and environmental constraints, within the framework of the ecosystem approach to fisheries management (EAF). The process of drawing up the management plan for the fishery was the result of a participatory process that took into account the principles of predictability, the involvement of interested parties, the contextual consideration of precaution and rationality, and obeyed the following phases: 1. Development of the terms of reference; 2. Carrying out consultation workshops for those involved in the fisheries; 3. Carrying out an assessment of the management measures in force in the fishery with a survey of the problems and their prioritization; 4. Definition of guidelines for the PGP-CP 2021-2025; 5. Production of the draft PGP-CP 2021-2025; 6. Adjustment and presentation of the PGP-CP 2021-2025 project and the respective Action Plan with related stakeholders.
