Model Sewerage and Drainage Regulations (GN No. 99 of 1996).

These Regulations, made in terms of section 94 of the Local authorities Act of 1992, concern providing of sewage services by municipal councils, town councils or village councils (together ‘Council’) and the control of drainage of (waste)water by local authorities. No person shall obtain the connection of any private sewer to a public sewer, whether directly or through a combined private sewer, except by means of a connecting sewer provided by the Council pursuant to a sewerage service contract. An application for the provision of a sewerage service shall be made to the Council in the form provided by the Council for the purpose. Where in respect of any premises a suitable means of disposal by waterborne sewage is available, the owner of such premises shall provide and install a drainage installation on the premises. In certain circumstances, the Council may perform certain work on private premises. Only qualified and registered persons shall carry out work on drainage installations for which approval is required. For the purpose of these regulations the relevant South African Bureau of Standards (SABS) standards and codes shall be applicable, but the Council may also approve the use of any other specification and codes where in its opinion it is appropriate to do so, and it shall in considering any application for such approval be guided by accepted practice and international specifications and codes of practice. Except with the prior written permission of the Council, no person shall discharge or cause or permit to be discharged into any public sewer any industrial effluent or any other liquid or substance, other than soil water or wastewater. Various obligations are placed upon an occupier of any premises from which industrial effluent is discharged into a public sewer. The Council may undertake metering and assessment of industrial effluent. Certain discharges are prohibited.
