Abstract
Part II concerns the administration of the Act. A Commissioner for Petroleum Affairs, a Chief Inspector of Petroleum Affairs, and designation other officers shall be appointed by the Minister under section 3. General powers of Commissioner and Chief Inspector are defined in section 4. Section 8 defines the functions of the National Petroleum Corporation of Namibia. The Minister shall enter into petroleum agreements with persons who are not holders of exploration licences pursuant to section 13. The Commissioner shall keep a register of exploration licence holders (sect. 15). The Act provides for the carrying of environmental impact assessment studies and the liability of holders of production licences for pollution of environment or other damages. Liability of holders of production licences for pollution of environment or other damages is defined by section 71. Oil spills and other environmental damage shall be immediately reported to the Minister.

An Act provide for the reconnaissance, exploration, production and disposal of, and the exercise of control over, petroleum; and to provide for matters incidental hereto.
