Abstract
These Regulations are setting the assessment and management of noise pollution, under the terms of Environment Act 2005.
Environmental noise is unwanted or harmful outdoor sound created by human activities, including noise emitted by means of transport, road traffic, rail traffic, air traffic, and from sites of industrial activity such as those defined in Schedule 1 of the Pollution Prevention and Control Act 2001.
Contents of this text are divided into 11 parts as follows: Title and commencement; Interpretation; Application of these Regulations; Competent Authority; Implementation and responsibilities; Noise indicators and their application; Assessment methods; Strategic noise mapping; Action plans; Information to the public; Collection and publication of data.
Schedules 1-5 are also part of this publication (Noise indicators; Assessment methods for harmful effects; Minimum requirements for strategic noise mapping; Minimum requirements for action plans; List of data to be sent to the Commission).
This text involves the provisions contained in the Directive 2002/49/EC of the European Parliament and of the Council of 25 June 2002 relating to the assessment and management of environmental noise - Declaration by the Commission in the Conciliation Committee on the Directive relating to the assessment and management of environmental noise; and Commission Directive (EU) 2015/996 of 19 May 2015 establishing common noise assessment methods according to Directive 2002/49/EC of the European Parliament and of the Council.
Entry into force notes
These Regulations come into operation on a day to be appointed by the Minister for the Environment by notice in the Gazette.
