Abstract
This Act provides for cultivation in saffron belts, and regulation of saffron trade and quality of saffron grown in Jammu and Kashmir. Section 3 allows the government to declare Saffron Belts in districts mentioned and such other areas with potential to grow saffron. Section 4 prohibits the use of land where saffron is cultivated, for any other purpose, without permission of the Agriculture Minister. Section 5 penalises the contravention of sections 3 and 4. Section 6 requires persons trading in saffron to register with the Registering Authority.
As per section 7, the government shall regulate stocking and export of saffron of standard quality and for this purpose prescribe the manner in which certification and export permits are to be issued and contents thereof. Section 10 allows the government to notify grade designations and quality. Section 11 prohibits sale or distribution without grade designation marking. The Act further provides for quality inspections, phyto-sanitary certification, packaging, price control, penalties for offences and appeal.
