Abstract
The present regulation of the Government of Greenland governs the protection and hunting of beluga whales (Delphinapterus leucas) and narwhals (Monodon monoceros) in Greenland. It sets out strict rules including total protection with exceptions under quotas set annually per geographic population. Quotas are determined based on scientific advice, traditional knowledge, and consultation with relevant stakeholders. Hunting is allowed only with personal, non-transferable licenses issued to residents with valid hunting permits, and only under specific conditions using permitted weapons and vessels. The regulation covers methods, reporting, distribution, sale, and control of the catch, with specific provisions for emergency hunting (sassat), by-catch, and wounded animals. Violations may lead to fines and confiscation.
This Regulation modernizes and streamlines the 2011 version by removing fixed geographic annexes in favor of online quota updates, clarifying rules for license distribution and redistribution, reinforcing digital reporting requirements, and refining provisions on emergency hunting (sassat), enforcement, and scientific research. It simplifies administrative procedures, enhances flexibility, and strengthens regulatory clarity while maintaining core protections.
