Abstract
This Act consisting of 22 articles aims at regulating the trading operations related to seeds and seed materials in the GCC countries. Designated responsible authority is the Ministry concerned to the agricultural issues.
The Act is divided in IV Chapters, as follows: General Provisions and Definitions (I); Handling of Seeds, Seed Tubers and Seedlings (II); Penalties (III); and Final Provisions (IV).
Chapter II regards the circulation of seeds and seedlings. It provides for: production and multiplication; permits; registration; inspections and analysis to verify their compliance with the specifications; disease prevention. A license from the competent authority is necessary for: establishing nurseries; handling of seeds, seed tubers and seedlings; handling of genetically modified seeds, seed tubers and seedlings. The Minister: shall determine those toxic and narcotic seeds, seed tubers and seedlings which are banned from entering the State and from being planted; may prohibit, either permanently or temporarily, the handling of any type or class of seeds, seed tubers and seedlings. All stages of the production and propagation of seeds, seed tubers and seedlings shall be subject to phytosanitary control.
Chapter III deals with the sanctions; and Chapter IV gives the final provisions. The details of the Chapter II shall be specified in the Regulation.
