Abstract
The Agreement Concerning the Niger River Commission and the Navigation and Transport on the River Niger establishes an intergovernmental framework for the cooperative management of the Niger River Basin. Recognizing the need for coordinated governance of shared water resources, the Agreement formalizes the River Niger Commission as an international organization tasked with promoting, coordinating, and overseeing studies, regulations, and programs for the sustainable use and development of the basin’s resources. The Agreement defines the Commission’s objectives, including the regulation of navigation, facilitation of trade and transport, harmonization of environmental safeguards, prevention of pollution, and equitable access to resources. It sets forth mechanisms for data collection, project evaluation, conflict resolution, and the mobilization of financial and technical assistance at bilateral, multilateral, and international levels. Institutional structures are organized around a Council of Ministers, serving as the decision-making body, and an Executive Secretariat responsible for implementation. General provisions address financial contributions, budgetary procedures, dispute settlement, and the modalities for amendment, denunciation, and entry into force. By integrating the principles of the 1963 Act of Niamey, this revised Agreement underscores the commitment of riparian states to collaborative governance, environmental stewardship, and regional integration in the Niger River Basin.
