Abstract
This Law establishes the Bauchi State Public Procurement Bureau, as a corporate body capable of regulating, monitoring, evaluating the public procurement and disposal processes of all procuring entities in the State. The Law applies to all procurement and disposal of good, works and services carried out by the Bauchi State Government, its ministries, departments, authorities, agencies. The Law provides for: training personnel for a sustainable and efficient public procurement system; ensuring accountability and transparency in the conduct of procurement and disposal activities; establishing fair pricing standard and benchmarks in the procurement and disposal of public assets and services; creating a cost and time efficient and effective adjudicatory mechanism for the resolution of complaints arising from the public procurement and disposal processes. The Law concerns: powers and functions of the governing Council of the Bureau; appointment of its office and members; governing principles on public procurement; procuring services; public-private partnership; special and restricted procurement methods; administrative reviews and complaints by bidders; offences and penalties for violations and misconduct, including corruption; definition of procurement of works and services, including: sanitation, sewage and water supply systems, electrification services.
