Borno State Land Use Regulations

These Regulations, made under provisions of the Borno State Geographic Information Service (BOGIS) Law, 2019, provide assurances, certainty and guidance for the general public, professionals, and the State Government Officials in all land related matters in Borno State. The Regulations concern the following matters: designated urban areas, land administration zones, billing and planning areas; classification of land use and purposes; digital certificate of occupancy; responsibility of title holder; applying for a right of occupancy; form, guidelines, processing fees and acknowledgement letter; ground rent; premium fee; acceptance and withdrawal of offer for right of occupancy; revocation of right of occupancy; systematic land titling programme; regularisation programme; application for right of occupancy; direct allocation of land; development lease agreement; mining and quarry lease agreement; miscellaneous land transactions; compulsory acquisition, compensation and resettlement; land use violation charge; dispute resolution and appeal process.
