This Ekiti State Water Resources, Sanitation, and Hygiene Sector Law, 2025 establishes a comprehensive legal framework for water governance, sanitation, and hygiene services across the state. It repeals previous WASH-related laws and creates multiple institutions including the Ekiti Water and Sewerage Company (EKWSC), Small Towns and Rural Water Agency (EKST-RUWASHA), Water and Sanitation Regulatory Agency (WASRA), and community-based bodies like WCAs, WASHCOMs, and Water User Associations. These entities are tasked with ensuring equitable access to potable water, managing sanitation infrastructure, regulating service providers, and promoting hygiene education.
The Law emphasizes gender inclusion, environmental sustainability, and community participation. The Law also outlines detailed provisions for licensing, tariffs, infrastructure development, and penalties for violations such as illegal connections, pollution, and open defecation. It mandates registration and oversight of water well drillers and wastewater dislodgers, and establishes funding mechanisms through the Ekiti WASH Fund. Regulatory bodies are granted powers to inspect, enforce standards, and resolve disputes.
