Abstract
The purpose of these Regulations, made under the National Environmental Standards and Regulations Enforcement Agency Act, is to prevent and minimise pollution to the environment from all operations and activities related to the construction sector. According to these Regulations, a facility or a corporate of the sector shall submit to the competent Agency an emergency response plan, environmental plans and shall implement best practices and pollution prevention measures.
Specific provisions concern: the obligation for the facility to submit the Agency a site waste management plan for all new construction projects; the release of the construction storm water discharge permit; control of dust and fugitive emissions; noise control and monitoring activity related to; hazardous substances management, including petroleum-based products; ban on the use of asbestos; prevention and control of explosion hazards; exposure to radiation; application of the polluter pays-principle; general permits; offences and penalties; interpretations of relevant terms, including: environment, fugitive emissions, hazardous substance, hazardous waste, spent oil, storm water, transportation, treatment, water body.
