Abstract
These Regulations are made under the National Environmental Standards and Regulations Enforcement Agency Act, with the aim of controlling the effective use of all Nigerian dams and reservoirs and their impact on the environment and human health; reducing and minimizing hazards, disaster, pollution and impacts on water quality; promoting best management practices to prevent or limit flooding and water shortage; strengthening socio-economic and environmental functions of water systems.
Matters covered by the Regulations concern: classification of dams and standards for their construction; guiding principles to be observed in regulating all facilities, including the polluter-pays-principle, the environmental impact assessment and the environmental audit; prohibited activities; sanitation and waste control; protection of biodiversity; emergency plan and its management; permits, monitoring and inspection; offences and penalties; interpretation of relevant terms including: animal; biodiversity; dam; detailed inspection; fish and fish ladder; watershed.
Attached schedules concern: registration forms; standards for design and maintenance of dams and reservoirs; dam classification; guidelines for regulating distressed dams.
