Abstract
These Regulations, made under the National Environmental Standards and Regulations Enforcement Agency Act, aim at preventing and minimising waste emanating from activities of healthcare facilities and at managing all categories of healthcare waste. The Regulations shall apply to healthcare waste generators, handlers and treatment facilities and to categories of healthcare waste.
The Regulations, divided into eight parts, cover the following matters: healthcare waste management plan; emergency response; contamination from hazardous waste which may cause pollution of soil, surface and ground water; effluent treatment and limitation; prohibition of release of healthcare waste into the environment; prohibition of open burning of any waste; duties of owners of healthcare facilities, including Environmental Impact Assessment and reports submit; handling and treatment of healthcare waste, including prohibition of mixing of non-hazardous waste and hazardous healthcare waste, issuance and revocation of permit for healthcare waste treatment facilities, method of treatment of healthcare waste, healthcare waste at the household; roles and responsibility of the National Environmental Standard and Regulations Enforcement Agency, and of the local government; detailed offences and penalties; definition and interpretation of relevant terms, including biological treatment, chemical waste, hazardous waste, healthcare waste, healthcare facility, infectious waste, municipal solid waste, non-hazardous healthcare waste, pathological waste, radioactive waste, solid waste, waste management.
