Abstract
These Regulations, made under the National Environmental Standards and Regulations Enforcement Agency Act, aim at preventing and minimising pollution and wastes caused by all activities of the Motor Vehicle and miscellaneous Assembly, both new, used and end-of life, to the Nigerian environment.
The Regulations require a facility: to submit an environmental impact assessment, an environmental management plan, an emergency plan and a stock of pollution response equipment; to prevent any extraordinary deposit or discharge of deleterious substances. Matters covered by the Regulations include: application of the Polluter Pays Principle to every facility; implementation of best practices and waste minimisation; ban and restriction on chemical materials specified in the attached schedules; management of chemicals, oil and fuels; effluent limitation standards; restriction on the release of toxic effluent and procedure for its specific treatment; emission standards according to levels specified in the attached schedules; limitation on burning of fuels; measures to minimise noise pollution and implement a hearing conservation program; collection of sampling for various parameters and analysis; vehicle waste handling; general permits and citizens obligations; monitoring and reporting activity; contraventions, offences fines and penalties; interpretation and definition of relevant terms, including: air emission, air pollution; effluent; hazardous waste; recycling; water bodies; wastewater system; watercourse; water pollution.
