Abstract
The purpose of these Regulations, made under the National Environmental Standards and Regulations Enforcement Agency Act, is to prevent and minimise pollution caused by the activities related to non-metallic minerals manufacturing sector to the environment. According to these Regulations, which apply the Polluter Pays Principle, a facility or a corporate of the sector shall submit to the competent Agency proper environmental statements and plans; shall set up a functional emergency plan and efficient measures to combat pollution hazard and global warming; shall ensure the application of best practices in waste minimisation, utilisation and disposal; shall inform the Agency about the use of chemical products.
Matters covered by the Regulations concern: effluent limitation and treatment, restriction on their release, sludge disposal, emission control, specific procedures to reduce SO2 and other gases emissions in ceramics and glass industries, procedures related to reduction of noise pollution, collect of sampling, procedure for permits and licenses, enforcement powers, offences and penalties, definition of relevant terms, including: environmental policy, hazardous waste, influent water, natural gas, ozone depleting substances, sewage, sludge, wastewater system, watercourse.
