Abstract
These Regulations, made under the National Environmental Standards and Regulations Enforcement Agency Act, aim at preventing and minimising pollution from all the activities related to the wood products industry.
According to these Regulations, which apply the Polluter Pays Principle, a facility or a corporate of the sector shall submit to the competent Agency proper environmental statements and plans; shall carry out the precautionary principle for treated wood products, shall set up a functional emergency plan and efficient measures to combat pollution hazard and global warming; shall ensure the application of best practices in waste minimisation, utilisation and disposal; shall adopt proper and safety occupational measures in wood products handling and processing in order to comply with the standards detailed in the attached schedules; shall submit the list of chemicals used in the manufacture of its products.
The Regulations provide for: effluent limitation standards, effluent treatment, restriction on the release of toxic effluent, sludge disposal, emission standards and air pollutants, burning of fuels, air quality monitoring and reporting, noise pollution monitoring and its reduction, collection of samplings, offences, penalties and definition of relevant terms, including: effluent, emission, hazardous waste, influent water, wastewater system, watercourse.
