Abstract
This Act, consisting of 49 articles, provides for establishing and licensing liquor stores and for regulating the sale and distribution of alcoholic beverages, in order to comply with social and hygienic requirements on the one hand, and with economic needs on the other. The Act concerns: prohibitions and restrictions regarding the content of advertising for alcoholic beverages, in the interest of public health and of the target groups to which advertising is aimed; authorisation and permits to operate a catering business or liquor store; hygiene and safety requirements to obtain a permit; establishment of the National Social Hygiene Committee, as the body responsible to issue diplomas and recognitions to business operators in the field of social hygiene; prohibition to provide alcoholic beverages for use other than those prescribed by the Act; prohibition to use a liquor store for the performance of business activities other than those belonging to the liquor store; other prohibitions concerning sale and distribution of alcoholic beverages; power of municipal authorities to designate an area as an alcohol nuisance area, in the event of serious damage to public order, the living environment or public health; enforcement and compliance measures; criminal provisions.
