Abstract
This Decree implements obligations for the Netherlands deriving from international agreements and Community legislation regarding the pollution of the marine environment by ships.
The Decree defines requirements and criteria regarding sea-going ships in the framework of the implementation of the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto (Marpol 73/78), the Protocol on Environmental Protection to the Antarctic Treaty (1991), the International Convention on the Control of Harmful Anti-fouling Systems on Ships, the Directive 2000/59/EC of the European Parliament and of the Council on port reception facilities for ship-generated waste and cargo residues and the Directive 2005/33/EC of the European Parliament and the Council amending Directive 1999/32/EC relating to a reduction in the sulphur content of certain liquid fuels.
The Decree concerns construction of ships, certificates issued pursuant to the international agreements here implemented and other certification, navigational requirements and the discharge of waste from ships.
