General implementation Regulation on the stimulation of sustainable energy production.

This Ministerial Regulation, based on the provisions of the Decree on the stimulation of sustainable energy production, establishes general implementing rules for the provision of subsidies for the construction of facilities for the production of renewable electricity. The Regulation defines the following relevant terms: basic infrastructure for the transport, use and permanent storage of carbon dioxide; biomass supply; biomass producer; biomass refinery; environmental and energy aid framework; gas network operator; usefully applied low-carbon dioxide heat, for heating of water used in business processes; renewable energy transport register. Matters covered by the Regulation include: application for subsidy; additional requirements for application concerning installation of equipments for the production of renewable electricity through offshore wind energy; additional obligations of the subsidy recipient; obligation to demonstrate that the biomass used comply with the sustainability criteria and greenhouse gas emission reduction criteria; subsidies for operators producing renewable energy and electricity through fermentation and co-fermentation of animal fertilisers; reducing carbon dioxide emissions in compliance with the European Regulation on emissions trading.
