Abstract
A Technical Commission for Groundwater Management and Conservation is established under article 2. The Commission shall advise the Minister of Traffic and Water Management on granting of licences, compensation of damages, appeals, and various other matters pursuant to provisions of this Act. Abstraction of groundwater or infiltration of water in groundwater requires a licence issued by provincial authorities (sect. 14) and such activities shall be notified to those authorities on a monthly basis. A register of licences and monthly reports shall be kept in the provincial offices. A licence shall only be granted if no danger of water pollution exists (sect. 14a). Articles 16 to 30 regulate modification or withdrawal of licences. Articles 31 to 33 provide for surveys which may be carried out by provincial authorities or by applicants for licences. The remaining provisions of the Act deal with compensation of damages, appeal within the administration and charges. (62 articles)
