Plant Health Regulation.

This Ministerial Regulation contains implementing measures regarding plant health, in compliance with the provisions of the Plant Health Decree. The Regulation defines the following relevant terms: potato; potato storage; blight, as the disease caused by the bacterium Erwinia amylovora; winter-hardy and semi-winter-hardy wood crops; beet storage; companies for the cultivation of starch potatoes; approved seed potatoes; keeping plant products available for free circulation or in stock, selling, importing or exporting; tubercyperus; fungal diseases; planting activity; onions; seed potatoes. The Regulation covers the following matters: measures to be taken in case of the presence of harmful organisms, including: prohibit the transport or movement of harmful organisms, plants, plant products or other materials; quarantine measures; prevention measures concerning: infected or probably contaminated surface water, spring water, groundwater; prohibition to marketing or using potatoes grown in the Netherlands as seed potatoes; wart diseases and other fungi attacking potatoes plants; prohibition from growing arable and horticultural crops where presence of tuberous cyperus has been established; phytosanitary conditions for growing seed potatoes; administrative fines and offences.
