Abstract
This Ministerial Decree implements provisions of articles 2, third paragraph, 20, first paragraph, part b, 21, third paragraph and 27, first paragraph, of the Plant Health Act, and therefore provides for measures concerning plant protection in the following sectors: floriculture, planting materials and horticulture. The Decree defines the following relevant terms: forestry crops; flower bulbs; agricultural crops, and other crops that can be classified as such due to their production method; potatoes for human consumption; plants intended for planting; horticultural crops. The Decree covers the following matters: designation of the Flower Bulb Inspection Service Foundation, the Dutch General Inspection Service for seeds and seed potatoes, and the Dutch General Quality Service for Horticulture Foundation as competent authorities, empowered to issue plant passports, perform official controls, and impose phytosanitary measures; management of risks concerning cultivation and irrigation methods; fees for each service; administrative fines.
