Abstract
This Regulation, implementing provisions of EU-Directive 2003/87/EC on greenhouse gas emissions allowance trading, and provisions of Articles 16.6, 16.12, 16.13a, 16.14 , 16.21 , 16.23, second paragraph, 16.29, 16.32, sixth paragraph, 16.34b, 16.39b , 16.39h, 16.39j, seventh paragraph, and 16.45 of the Environmental Management Act, establishes a scheme for greenhouse gas emission allowance trading, in respect of the project-based mechanisms of the Kyoto Protocol to the United Nations Framework Convention on Climate Change. The Regulation defines the following relevant terms: biomass; biomass fuel; woody biomass; conformity assessment declaration. Matters covered by this Regulation include: data exchange; interpretation and scope of trading in greenhouse gas emission for aviation sector; monitoring greenhouse gas emissions; application for permit and monitoring plan; quality assurance of emissions and sustainability of biomass; allocation of greenhouse gas emission allowances.
