Abstract
The Markaloven aims to protect the forests and wilderness areas surrounding Oslo—collectively known as Marka. Its primary objectives are to secure the defined borders of these green areas, preserve their natural and cultural values, and facilitate public access for outdoor recreation, nature experiences, and sports. The law covers 19 municipalities and outlines strict regulations on development to prevent urban sprawl and maintain sustainable land use. It establishes that construction and large interventions are generally prohibited within Marka, with limited exceptions under regulated plans, and introduces mechanisms for oversight, permits, and enforcement.
The law emphasizes sustainable, considerate use of Marka, balancing conservation with public interests. It sets rules for building, motorized traffic, and commercial activities, while also enabling municipalities to plan for necessary infrastructure that aligns with the law’s goals.
