Abstract
This Act applies to the export of fish, fish products, and marine products, including re-export and direct delivery to foreign countries or to foreign vessels from Norwegian fishing vessels. Fish, fish products, and marine products refers to all species of fish, crustaceans, mollusks, echinoderms, and macroalgae, as well as products where these species constitute the sole or a significant part of the raw material. The Act also applies to fish, fish products, and marine products of foreign origin. Export of fish, fish products, and marine products may only be carried out by exporters who are registered in accordance with the law. The Act contains rules on Norway's Seafood Council (Norges sjømatråd AS), a limited company whose duties shall be to perform the tasks specified in this Act or in regulations issued under the Act. It shall also advise the Ministry on matters concerning export or trading and production in connection with export. The Ministry may issue regulations stipulating that negotiations and execution of sales of specific types or species of fish, fish products, and marine products to designated foreign markets may only be conducted by one or more limited liability sales enterprises (centralized sales). The Act authorizes the Ministry to regulate a series of other matters related to the export of fish, fish products, and marine products.
