Abstract
The aim of this Regulation to ensure the production and placing on the market of seeds of the best possible quality and health. The Regulation applies to requirements for seeds of species listed in Annex A1 intended for professional use, with the exception of seeds for ornamental production. The requirements do not preclude non-commercial exchange of seeds. The Decree provides, among other things, for: (a) the control of the breeding of seeds; (b) control of quality and certification; (c) packing and labelling of seeds; (d) importation and placing on the market of seeds; (e) seeds of genetically modified plants; (f) authorizations for the production of seed; and (g) internal control by seed producers. The OECD system for the certification of seeds may be used for labelling and certification of internationally traded seeds. In the production of seeds, the requirements in Annex A5 shall be met.
