Abstract
This Decree specifies, in section 1, criteria for participation in fishing for coalfish by vessels between 13 and 27,5 meters of total length (other than for additional length for security reasons) and which fish with seine south of the 62nd parallel. Criteria regard registration as vessel of under 27,5 meters of total length, inclusion in the Fishermen Census, Part B, by the owner of the vessel and the captain, proper outfitting for seine fishing of the applying vessel and participation in the year 2004. The regional office of the Fisheries Directorate may grant special authorization or exemption from requirements. The Decree provides also for fishing rights in the case of transfer of the vessel (sale or lease) or decease of the owner of the vessel (sects. 4 to 7). Conditions are also specified for vessels smaller than 13 meters (sects. 8 and 9). (11 sections)
