Abstract
This Decree specifies criteria for participation in fishing for cod, haddock and coalfish by vessels under 28 meters of length and which fish with other methods as seine and trawl north of the 62nd parallel. Section 2 outlines general conditions for participation. Criteria regard registration as vessel of under 28 meters of total length, inclusion in the Fishermen Census, Part B, by the owner of the vessel and the captain, and previous participation by the applying vessel. Vessels must have had the right of participation the year 2004 in order to be included in Group I. The Decree provides also for fishing rights in the case of transfer or lease of the vessel.
