Abstract
This Decree provides rules relative to the unloading, loading, storage and transportation hazardous substances and goods in municipal marine areas and ports that lie within such areas. The purpose of the Decree is to safeguard the safety of persons, goods and the environment. The rules concern, among other things: notification of hazardous substances entering the municipal areas or ports; packing, marking and handling of dangerous substances; loading and unloading of liquid substances; storage of explosives; measures to prevent or limit the accidental discharge of substances into the sea or air; and other preventive measures.
