Abstract
This Decree regulates fishing and whaling activities of Norwegian vessels in waters subject to fisheries jurisdiction of another state. Such fishing or whaling is prohibited if not authorized under an access agreement between Norway and the state that has jurisdiction over the waters in which the fishing takes place or under an arrangement between the owner of the vessel and the state concerned. Intentional or negligent violation of this rule shall be punished in accordance with section 31 of the Participation Act.
