Abstract
The Decree aims at safeguarding the quality of all seeds and plants used for the renewal of forests and to secure the genetic diversity in forests. It regulates the production, sale, and use of such seeds and plants. The Department shall issue rules relative to the establishment quality criteria for seeds and plants offered for sale (sect. 3). The plant production material shall be divided into categories according to OECD rules (sect. 4). Placing upon the market of tree seeds and plants requires approval of the Department of Agriculture and Forestry and such trade shall be registered in a national register (sect. 5). Section 5 provides also for packing and labelling of plant production material. Section 6 lays down rules with respect to the use of tree seeds and plants for reproduction. Powers of control lay with the Department, which may delegate such powers to county and municipal authorities or other control bodies. (13 sections)
