Abstract
The Order sets regulations with regard to herring fishing and landing in 2013. It is illegal for Norwegian vessels to fish and land herring in 2013 in the North Sea (in the territorial waters and economic zone south of 62° N limited on the east by a straight line through Hanstholmen and Lindesnes and in EU waters in ICES statistical area IV) and in the Skagerrak (limited on the west by a straight line through Hanstholm Lindesnes and in the south by a straight line through Skagen lighthouse to Tistlarna four nautical miles from the Swedish and Danish baselines). Notwithstanding this prohibition, Norwegian fishing vessels may land a total of 134 146 tons herring in the Norwegian waters of the North Sea. Out of this quantity. 1 240 tons are allocated for research and educational purposes. Additionally, Norwegian fishing vessels are permitted to a maximum of 3 451 tons of herring in the Skagerrak outside baseline.
Vessels with purse seine permit, may fish and land up to 109 402 tons of herring south of 62 ° N. This amount includes up to 107 098 tons of herring catch beyond the lines of the North Sea and up to 2 304 ton of herring outside two nautical miles of Norwegian baselines in the Skagerrak. For what concerns the total allowable catch quota for seine group fishing, details are listed under Chapter II, article 6 of this Regulation. Total allowable quota is equivalent to a catch of 268 tons of herring in the Skagerrak (those without a license – SUK – shall be allowed a maximum of 147 tons). For what concerns trawl-fishing, quota percentage is listed under Chapter III, article 10. Fishing with pelagic trawl south of 62 ° N is permitted to a max. of 10% of weight for each catch and/or landing of herring. When fishing for sand eel with trawl with a mesh size less than 16 mm, it shall be prohibited to have more than 10% of the weight of landed herring onboard. Vessel quotas are listed in Chapter IV, article 14. The catch cannot be transferred to another vessel and it is prohibited to receive and land the catch produced by another vessel. In the period from 15 February to 30 April it is prohibited to fish for herring in the area between 62 ° N and a straight line between Lindesnes and Hanstholm - within 12 nautical miles calculated from the baselines. The prohibition however does not preclude limited fishing for coastal vessels in access areas under the regulations on regulating fishing for Norwegian spring-spawning herring in 2012.
