Abstract
This Regulation stablishes a system designed to increase the production of electricity from renewable energy sources. It defines key concepts such as electricity certificates (awarded per megawatt-hour of renewable electricity produced), eligibility criteria for producers, and the obligations for electricity suppliers and certain consumers to purchase and annul a quota of certificates annually. The Regulation is enforced by the Norwegian Water Resources and Energy Directorate (NVE) and includes provisions for applying for eligibility, determining production baselines, measuring and reporting output, and issuing and trading certificates through a centralized register.
The Regulation also details the responsibilities of market participants, including reporting obligations, account management within the certificate register, and compliance monitoring. It sets penalties for non-compliance, including fines and potential revocation of approvals. Additionally, the Regulation outlines how renewable share, net production, and measurement correction factors must be calculated and verified, and allows for international cooperation by accepting Swedish electricity certificates. The framework aims to promote investment in renewable energy infrastructure and is valid until 2035, with the last certificate cancellations scheduled for April 2036.
