Abstract
This Regulation establishes a legal framework that allows producers of electricity to obtain official confirmation that a given quantity of electricity was generated from a specific energy source at a specific time and place. The Regulation aims to provide transparency and credibility in the energy market by enabling the issuance, transfer, and cancellation of electronic guarantees via a centralized register operated by Statnett. It applies to electricity produced from renewable energy sources, high-efficiency cogeneration, and other sources, and ensures that such guarantees are only used once and properly recorded. The system supports consumer information, market transactions, and international compatibility within the EEA. Oversight is provided by the Norwegian Water Resources and Energy Directorate (NVE), which also handles approval of production facilities, while users may be charged fees to cover administrative costs.
The Regulation defines renewable energy as energy derived from sources such as wind, solar, geothermal, ocean, hydropower, landfill gas, sewage gas, and biomass. It establishes that electricity generated from these sources qualifies for Guarantees of Origin (GOs), which serve as proof that 1 MWh of electricity was produced from a renewable source at a specific time and location. The regulation outlines the required information in a GO for renewable energy, including the production category, technology, energy source, time period, plant name and location, installed capacity, average annual production for wind and hydro, receipt of state support, commissioning date, and issuance details. These GOs are issued by Statnett based on verified measurements and must be used within one year.
