Abstract
This Regulation establishes a protected area to preserve a vast and mostly untouched Arctic valley, fjord, and coastal landscape, including ecosystems, wildlife habitats, geological formations, and cultural heritage. The park spans 3,119 km² of land and 1,132 km² of marine area, protecting features like Reindalen, rich birdlife zones, wetland habitats, and permafrost formations such as pingos. The regulation prohibits most interventions that could alter the landscape or damage natural and cultural environments, including construction, motorized travel on unfrozen ground, drone use, pollution, and disturbance of wildlife. It also restricts tourism activities such as landings and guided visits to designated times and zones, enforces seasonal bans on access to sensitive areas, and limits aircraft and ship traffic. Exceptions can be granted for scientific, administrative, or emergency purposes, and violations are punishable under the Svalbard Environmental Protection Act. The Governor of Svalbard serves as the managing authority.
Articles 2 establishes the geographical boundaries of the Van Mijenfjorden National Park. Other rules regulate prohibited activities; pollution prohibition; authorization for certain activities; etc. The Governor of Svalbard is the management authority under this Regulation and may prepare a management plan with detailed guidelines for the National Park.
