Abstract
This Regulation, issued by the Norwegian Ministry of Climate and Environment, outlines the scope of authority delegated to municipalities for enforcing the Pollution Control Act starting January 1, 2025. It defines the areas where municipalities act as pollution control authorities, including local air quality, waste and wastewater management, noise from certain activities, and pollution from specific sources like buried oil tanks or outdoor storage. It grants municipalities the power to issue permits, carry out inspections, impose orders, and enforce compliance, as well as to adopt local regulations and levy fees for case processing and supervision. The Regulation also details appeal procedures and repeals several earlier delegation regulations.
